With the summer months on the way, the focus is on burglary prevention. Officers from Lewisham Police and the Council will be handing out a range of burglary prevention information.

As you'll be aware I didn't re-stand as a councillor in the recent elections so today is my last day as a councillor in Lee Green. It's been challenging, stressful, exhausting, and very hard work, but also frequently rewarding and I'd like to thank everyone I've worked with during this time, and who put their trust in me to represent them. In particular I'm very grateful to my colleagues Brian Robson and Sven Griesenbeck for their hard work, friendship and support over the last 4 years.

Sven is starting his second term representing you in Lee Green and has been joined by Cllr Pauline Beck. I'm very proud of what we've achieved. I've lived in Manor Park since 1985 and became a councillor in order to hopefully make a difference to the place where I've lived for so long. While there is always more to do I believe the ward is a very different, and better place now from what it was back in 2005.

3 Rivers Cleanup Event in Manor Park on Saturday 12th June

There will be a 3 Rivers Cleanup Event in Manor Park on Saturday 12th June. The event will commence at 2.30pm and run until 4pm and will involve London Wildlife Trust volunteers and the general public. The work will be hand pulling Himalayan Balsam and removing rubbish from the watercourse. The rubbish will be removed from the site but the Himalayan Balsam will be discreetly composted onsite.

Please let me know if you'd like to attend this event and if you require waders (shoe size might also be helpful!)

• Leegate. The Lee Green Lives group has been established to inject life into Leegate. A report back on the first meeting. Also, a discussion of our letter to interested parties detailing our long-term thoughts on how the shopping centre should be redeveloped.
• Northbrook School. Local groups met the Headteacher and representatives of the contractor to discuss progress. A major topic was local community use of the school and the likely cost of this use. A report back on the meeting.

• A new housing management group has taken over Leybridge estate from the council. We have been offered a meeting to hear their plans.

Warning over bogus council jobs email scam

Lewisham Media Release: 31 March 2010

Lewisham Council is warning residents about a bogus recruitment agency offering fake council jobs to extract job seeker's personal information.

People using legitimate job search sites to find work are being targeted by an agency called Haines Employment which claims to be recruiting for council positions.

The hoax organisation may have a link on genuine recruitment sites which asks people to submit their details via a CV.

Individuals are then sent an email from 'hainesemployment@googlemail.com' to say they have been offered a position as a receptionist or office assistant at their local council.
The emails, sent by 'James Haines', also contain a council extra information pack and tell the job seeker they are required to start work.

The recipient is asked to fill in a fake application pack which asks for bank and credit card details and personal details, including information about parents and former names. The email also asks for a £6 payment via credit card for a fast-tracked CRB check.

Lewisham Council would never ask for bank or credit card details at the application stage. There is also no way to fast track CRB checks by the payment of any advance fee.

Residents who are concerned that they may have been scammed by this organisation should report it to Lewisham Police on 0300 123 1212.
Anyone who has filled in the false application pack and sent it off should also contact their bank and credit card company immediately and take steps to protect their identity using the Home Office website link below.

People should be vigilant about contact from any individual or organisation claiming to be working on behalf of Lewisham Council which asks for in-depth personal information or bank account and credit card details.

Dropped kerbs at Hither Green station

This is the text of an email I've sent to the Regeneration caseworkers at Lewisham about the dropped kerbs by Hither Green station. If you're a regular user of Hither Green and regularly struggle to use them with heavy suitcases, buggies, wheelchairs and mobility scooters you'll know how awful these are. You'll see that I've been trying to get Lewisham to do something about the drop kerbs since 2008. I think this situation is disgraceful. I personally feel FUSS, local residents, and station users at this busy station and shopping parade have been let down by the council and wanted you to know that it is not for the want of trying by your local councillors:

I've been raising the problem of the paving in Staplehurst Road since 2005, and these access ramps in Staplehurst/Fernbrook since 2008. I've now had further complaints about the access ramps from Hither Green station users and the Hither Green Community Association, and you may well remember that FUSS have also been involved throughout. Hither Green is a busy station, one of the busiest in Lewisham. Fernbrook and Staplehurst Road are also the route for the 273 bus. I'm at a loss to understand how such a busy commuter hub and shopping area can have such a low priority, and why commuters with suitcases and buggies, as well as wheelchair/mobility scooter users are expected to put up with these drop downs which are deteriorating and full of mud when not full of water. Could these drop downs be looked at again please as the state they are in is clearly unacceptable as you'll see from the photos enclosed, and something done to clear the mud and stop the water pooling.

Update:

It's probably also worth pointing out that I've been working with FUSS since 2005 on getting the paving in Staplehurst Road renewed. The Mayor's been there, Cabinet members have been there, FUSS gets praised for its community action and wins awards for Lewisham but we've seen no progress at all towards getting one of our main thoroughfares resurfaced.

Further update 20/2/2010:

This is the response I've received from Lewisham:

I have spoken to officers in the Transport Division about your enquiry but I'm afraid that, as I mentioned in their previous response, they cannot rectify this problem without resurfacing the entire road. Fernbrook Road is not on the current list for resurfacing. The resurfacing list is based on many factors and Fernbrook Road, despite this problem, has not attracted a sufficiently high priority to be included in the current list.

I'm afraid that this is as far as I can take this. However if enough people feel strongly enough about this issue a petition would be one way of bringing this to the council's attention and upping Fernbrook's priority. Anyone up for organising this?

Lewisham Council is calling for local people to report any potholes they see in the borough following the freezing weather. The effects of the extreme weather are likely to increase substantially the number of potholes found.

Potholes are created when water freezes in the cracks in the road. The ice causes the surface of the road to break up and form deeper than usual potholes.

The responsibility for borough roads lies with the Council and Transport for London.

Transport for London roads can be identified by their red lines as opposed to the yellow lines used on Council roads.

There are several ways the public can report potholes in Council roads:

We will carry out a permanent repair to the pothole whenever it is practical to do so, but in some cases the road is in such a condition that permanent repairs are not possible. In this case the road will be considered for resurfacing in the future.

Free Mattress Recycling

From 11 January 2010 Lewisham Council is introducing a new free mattress recycling service to help residents dispose of their mattresses in a convenient and environmentally-friendly way.

To use the service, residents simply need to place a sticker on the mattress.

The stickers can be collected from any local Lewisham library or from Lewisham Council's Access Point in Laurence House, Catford.

The mattress will be collected on the same day as scheduled refuse and recycling collections. Residents just need to make sure the mattress is placed near their refuse bin the evening before collection day.

A local business, “Matt: UK”, will be responsible for recycling the mattresses. Matt: UK shred the mattresses and then the fabric material is separated from the metal into piles of foam, felt, cotton and polyester. The metal is recycled and the foam can be reused in insulation, while the felt, cotton and polyester can be reused in other textile applications.

Lewisham residents are being asked to provide their opinions and comments on Lewisham’s street markets.

The Council’s Sustainable Development Select Committee will be conducting a street trading review from 8 January – 5 February 2010. The survey of residents is part of that review.

Some of the questions being asked include: ‘How often do you attend the markets?’, ‘How do you rate the quality of the products being sold in Lewisham’s markets?’ and ‘How would you improve Lewisham’s markets?’

Lewisham residents will be able to respond to the survey from 8 January on the Lewisham Council website

Alternatively they will be able to fill in the questionnaire at a Street Trading Review stall at Lewisham market on the morning of 16 January and at Deptford market on the morning of 23 January between 9.30am and midday.

Manor Park building and Longhurst Road entrance proposal update

Over the past year a great deal of work and discussion has taken place between Officers, Manor Park User Group, Lee Green Local Assembly and its co-ordinating committee, and your local councillors, concerning the renovation of the empty building in Manor Park, and the creation of a new entrance to the park in Longhurst Road. Manor Park is one of the ward's best kept secrets and was recently completely renovated by the Environment Agency. Unfortunately, even though it is a delightful little park quite different in feel and character to its big sister Manor House Gardens, it is at present underused because it doesn't have facilities such as toilets and a café, and as the park is unmanned some park users have concerns over their safety while in the park. I'm pleased to report that two projects are underway that hopefully will address all these issues and make Manor Park as popular as Manor House Gardens.

Building Renovation Project

You're probably aware that the building in Manor Park has been empty and unused for some time. In 2008 the newly reformed Manor Park User Group kick started the discussion about how this building could be brought back into use, and this discussion was then taken up by the Lee Green Local Assembly which had £50,000 of funding from the Mayor to allocate to projects in the ward. Things were somewhat complicated as Lewisham's Green Spaces contract was coming to an end and was being put out to tender, and during the life of the contract the building is the responsibility of the contractor. However, Officers presented their preferred option for the new Green Spaces contract for 2010-2020 at the November 4th meeting of Mayor and Cabinet, and while this is subject to Business Panel scrutiny and other formalities before the winner is formally announced (I believe some time in January) and the contract entered into, the new contract will run from 1st March 2010.

Sustainable Building Use:
The latest estimate for renovating the building in the park is £55,000, so finding a sustainable use for it, and a way of staffing it so that the toilets in the park can be reinstated has been a prime concern for everyone involved. During the tendering process each applicant was asked what they would do with the building and we now know that the new contractor will base some of their staff there, but it will also be available for general community and youth club use, while also providing facilities for the Trinity Enrichment Project, and public toilet facilities. Trinity Enrichment Project (previously referred to as the Northbrook Primary Transition Project) are now using the park twice a week as a forest school for our local primary schools. Hopefully, once the building is back in use general park usage will increase and it will also be economically viable for someone to re-open the café.

Funding for the building renovation:
The £55,000 funding needed for the renovation of the building in the park project will be provided by:

• £22,500 awarded from the Mayor's Fund by Lee Green's Local Assembly
• £32,500 from the 2010-11 Lewisham Green Scene Green Flag improvement budget.

The Trinity Enrichment Project was also awarded £2,385 from this year's Locality Fund in order to provide temporary barriers for when schools are in session, river dipping equipment, a bird hide, and one year's hire of a Porta Cabin toilet while the building is being refurbished.

The timeline for the building renovation is:

● December 2009: Outline design plans & surveys
● February 2010: Local consultation on design
● April 2010: Invitation to Tender
● May 2010: Contract awarded
● June 2010: Start on site
● Oct 2010: Practical completion

Longhurst Road park entrance

One of the principal concerns that park users, and prospective park users have, is about feeling safe while in the park, and particularly about feeling trapped at the pond dipping end of the park backing on to Longhurst Road. There's a general feeling, that's certainly been confirmed by the discussions within the User Group and the Local Assembly, that providing an entrance into the park from Longhurst Road would solve this problem while also increasing park use. While some residents in Longhurst oppose the entrance, and have submitted an updated version of their 2006 petition to the planning department, overall the Longhurst entrance appears to have the full support of many residents, officers, the Local Assembly and the Manor Park User Group. While we don't as yet have a schedule for when this entrance will be installed - should it get planning approval - we understand that once all issues of land ownership are resolved and an agreement has been reached with EDF who have a redundant sub-station located on the site, and other formalities have been carried out, that plans will be submitted early in the New Year for planning permission for the entrance. Partial funding for this entrance was set aside by the Environment Agency when they carried out their renovation of the park, and in February 2008 the Mayor made a commitment to find the remaining funding so if planning permission is granted work should begin quite quickly.

All in all it's been an eventful year in which we've seen activity in the park increase, the building is getting put back into use, and progress has been made on the Longhurst entrance, and we'll hopefully all be enjoying these new facilities in the New Year!

Freedom Passes will need to be renewed by 31 March 2010

At the moment, you should carry on using your current Freedom Pass but you will need to renew your pass some time between January and early March 2010. All current Freedom Passes will cease to work on 31 March.

The pass is normally renewed every two years to help prevent fraud but your new pass will be different in a number of ways:

● your new style pass will be valid for five years
● for additional security, your new pass will include a photograph of you on the card itself rather than on a separate photocard, so you will need to produce a passport-style photograph of yourself before you apply.
●your new card will take up to 10 working days to arrive and will be sent to you in the post.

For holders of the older persons pass:

We’re starting to renew Freedom Passes from 4 January 2010. To avoid a big rush we’ve allocated dates alphabetically by surname for you to apply for your new Freedom Pass. From January 2010, you'll be able to fill out and download the new style application form from this website which you can then take to any London Post Office branch, or pick up a printed version from the local Post Office. You will need to take along documents to prove your identity and address - just like when you first applied. Find out what documents are acceptable

273 bus stops update

Well you'll probably have seen that the bus stops were installed late on Friday and the buses started to use these stops from Saturday 28th. As far as we know the buses are operating on a hail & ride basis in Southbrook Road so Fernbrook residents who live near the junction with Manor Lane should catch the bus over the road in Southbrook. Unfortunately our questions about how the route will be operating, when and where we are getting bus shelters, and whether these will have travel information boards have still not been replied to by either TfL or Lewisham.

273 bus stops

According to a letter delivered to Fernbrook Road residents last week the new fixed bus stops to replace the Hail & Ride sections in Southbrook, Fernbrook and Manor Park are due to go live on Saturday 28 November, however no actual bus stops are as yet in place. The letter makes no mention of whether Hail & Ride will continue in Southbrook Road as was last agreed. Despite requests for clarification from both Transport for London and Lewisham on stop placement and how the route will operate we've so far been ignored.

Hopefully officers will eventually communicate and I'll update as soon as we have confirmation of bus stop placement and whether Hail & Ride will operate in Southbrook Road.

Caroline Pidgeon, the Liberal Democrat London Assembly Transport Spokesperson and Chair of the London Assembly Transport Committee, commenting on the Mayor of London's confused announcement of the final roll-out of Oyster Pay as You Go to all train companies in the London area said:

"Boris Johnson has wasted 18 months on this issue. The scheme he will re-announce on Monday sadly will not be as convenient as it should be for Oyster PAYG users and regrettably many people who start to use the trains will discover that the same journey costs far more than a parallel tube journey."

Example: From 2nd January people who travel using Oyster will face far higher fares on the trains than the tube for almost identical journeys. For example the cost of a single tube journey from Finsbury Park to King's Cross is £2.20, but by rail it is £4.00.

"The Mayor should have stuck to his pledge he made to Londoners to sit down with the rail companies and sort out these issues. Sadly because the Mayor has failed to do this and due to lack of attention to detail we will have a scheme from 2nd January that falls far short of what Londoners deserve. Instead of a fast Pay As You Go system many Londoners will now face a Pay As You Queue system."

Example: A person with a season Travelcard on their Oystercard who wants to travel beyond their zone will from January have to queue at a ticket office for every separate trip to obtain an "Oyster Extension Permit"

The results of this year's Locality Fund consultation

As in previous years there was a Locality Fund of £10,000 to be spent in Lee Green Ward in 2009, and like previous years we were oversubscribed with applications. Consultation on how to spend this money was extensive and carried out through the Local Assembly, by email, posters, notices on the ward's community notice boards, Twitter, blogs, webpages and word of mouth. The results of this consultation were presented to the Lee Green Local Assembly at their meeting on the 28th September and the Assembly then voted for their preferred applications. The lucky applicants in the order in which the Assembly voted for them were:

1st: Lee City Safe (South London Citizens)
Who were awarded funding of £1,300 to continue to develop their community work in the Burnt Ash Hill area by developing the skills and self-confidence of children and young people in Lee Green so they can help take the lead in making our streets safer, particularly in the shopping areas. It’s hoped that a programme can be developed that will spread to other shopping areas – Leegate, Staplehurst Road, Manor Lane and Lee High Road.

2nd: Primary Transition Project in Manor Park
Who were awarded funding of £2,385 for a hire of temporary toilet (1 year while the building in the park is refurbished), and provision of barriers, river dipping equipment and a bird hide towards establishing a Forest School in Manor Park, and making the park sustainable for schools and the community.

3rd: Lee Green Local Assembly Youth Forum
Who were awarded funding of £1,400 to run a two day facilitated workshop with young people aged 12-19 in Lee Green ward looking at concepts of space (e.g. where they live) and how they connect with the area and other places, as well as identifying and clarifying what tools will be required to enable their engagement in the local decision making processes. Workshop programme to include activities geared towards equipping young people with info around plans for Lee Gate and elsewhere in the ward, including: History & knowledge of area, Identify & analysing local ward, Skills & knowledge audit and Presentation and networking skills.

Joint 4th: Lee Fair Share
Who were awarded funding of £400 to provide two day trips for mobility impaired community members, and purchase a camera to record the events.

Manor House Gardens User Group
Who were awarded funding of £1,235 to reprint the very popular ‘History & Wildlife in the Manor House Gardens’ leaflet which is distributed to local schools, libraries and at park events.

Joint 5th: FUSS (Friends & Users of Staplehurst Shops)
Who were awarded funding of £1,000 to refresh the very popular planting in Staplehurst Road

St Winifred's Catholic Junior School
Who were award funding of £1,000 towards the creation of a ‘Peace Corner’, an area for reconciliation and peer mediation processes, and an outside classroom for the delivery of PSHE and SEAL as a memorial to ex pupil Jimmy Mizen. And two raised vegetable beds at St Winifred’s Junior School (to go alongside the existing one) for use by the school Gardening Club and as an outside classroom for Science and promotion of healthy eating.

Joint 6th: Northbrook C of E School who requested seating provision in Staplehurst Road. Funding of £390 was awarded towards either repairing and reinforcing the large planter situated by Favourable Chicken, the Deli and You Don't Bring Me Flowers in Staplehurst Road to provide seating, or to replace the planter with a new design incorporating seating. At present people waiting for the bus and students from local schools sit on the large FUSS planter on their way home and this is to protect the planter and provide much needed seating.

The Users & Friends of Manor House Library
Who we awarded funding of £890 towards the cost of a heritage board reflecting the history of The Manor House. This will add to the amount allocated from other sources, e.g. Baring Foundation grant. The intention is to follow the pattern of the Lee Heritage Trail boards which have been established by Sir Ian Mills of the Blackheath Heritage Trust so as to be similar.

Hither Green Triangle Clean Up Day Cancelled

The Project began in 2001 and currently provides housing for 26 people whilst also working to reduce rough sleeping and helping ex-offenders to reintegrate into society, the mentally ill to maintain stability and former addicts to stay clean.

Lee Green Open Studios 2009

The annual Lee Green Open Studios event gives the very creative people of Lee Green the opportunity to show their work to visitors in an informal and relaxed way in studios, galleries, cafés and community spaces all centred around the Lee Green area. This year there are 37 people taking part, showing in some 16 venues in South East London.

Visitors can view the work on display, meet and talk to the artists and designers and buy pieces of their work or place a commission. An enormous variety of work will be on show including textiles, jewellery, prints, photography, ceramics, painting, sculpture and lots more.

Dog Control Order Enforcement Notices come into effect: 16 November

As from 16 November 2009, enforcement action - which means an on-the-spot fine of £75.00 - can now be taken against people who:

Fail to remove their dog’s faeces from a public place
Do not keep their dog on a lead in a designated area such as a park or open space - these will be sign-posted in public areas
Do not put, or keep their dog on a lead when directed to do so by an authorised officer
Permit their dog to enter land to which dogs are excluded - these will be sign-posted
Take more than 4 dogs onto land at any one time

As well as Council enforcement officers other partners such as Safer Neighbourhood Teams, Neighbourhood Wardens, housing partners and the Council’s parks contractors, will have the authority to issue the Fixed Penalty Notices if people do not comply with the regulations.

The Dog Control Orders exclude people who are registered blind with a guide dog and people with trained/registered support dogs.

Save the Freedom Pass

Labour Transport Ministers have drawn up proposals to reduce the grant for older and disabled residents travel that pays for the popular Freedom Pass Scheme in London.

1.2 million people use the Freedom Pass in London, under a scheme that sees local Councils currently contributing a third of the cost, while other areas of the country have their schemes fully funded by the Government.

The Labour Government is now considering further reducing funding so that it only covers around half the cost. This will cost London £50 million in funding for the scheme to provide Freedom Passes for elderly and disabled people.

It would mean London's Council Tax payers will have to fork out another £18 a year to cover this Government cut.

Sign the petition asking Ministers to scrap these plans and treat London fairly.

There's a 7 week programme to help people stop smoking starting Monday November 2 at 6pm at The Owen Centre, Lewisham Hospital.

The programme offers -

- information on using the right nicotine products/ Champix for you to succeed

- encouragement, problem solving, tips and some fun
- the support of other people stopping at the same time

- a breath test to check your progress every week

If you decide to come to the programme - people stop smoking together on 16th November - don't think you have to stop on day 1!

The London Permit Scheme

Lewisham Briefing Note:

Lewisham has been successful in its application to run a street works permitting scheme.

Lewisham along with Transport for London, The City of London and 17 other boroughs submitted a common application called The London Permit Scheme to the Department of Transport in August. This application has now been approved with an expected start date of 11th January, although this date has yet to be confirmed.

The scheme requires a permit to be granted before works can be undertaken on the public highway.
Permitting will enable Lewisham to better plan and coordinate road works throughout the borough offering benefits such as opportunities for utility companies to work together at sites. This will aid the smooth flow of traffic and reduce disruption for road users.

Manor House Gardens Issues

Dog Fighting

I've had reports that a number of youths have been training/exercising their dogs for dog fighting in the dog exercise area of Manor House Gardens. Can I assure everyone that when these reports come in they are reported to the park's management, Lewisham, animal welfare and our Safer Neighbourhood Team and the issue is followed up by them. It would help the teams greatly if when you spot activity like this, particularly if it is reoccurring, if you could note the time of day and report the incident to the park keeper and your local councillors.

The Pond

A number of residents have expressed concern that over the summer the condition of the pond/lake in Manor House Gardens deteriorated, and indeed botulism was suspected and The Environmental Agency were alerted and they sought advice from DEFRA. I'm pleased to report that with the pump and fountain now back in operation the health of the pond/lake has been restored. There will be a full update on this issue at te next Manor House Gardens User Group meeting on Tuesday 13 October at 7:30pm in Pistachios Café in the park.

Hither Green Cinema Day!

Hither Green Cinema Day Sunday 18 October - help save the old Park Cinema on Hither Green Lane!

The day begins at 14:00 with a screening of My Fair Lady attended by Gladys Cooper's daughter Sally Hardy! At 18:00 there's a screening of Buster Keaton's The Balloonatic with live piano accompaniment from Costas Fotopoulos, and at 19:00 there's a screening of Basil Deardon's classic The Pool of London.

Afternoon tea and cakes will be provided by The Golden Afternoon Tea Company and a bar and refreshments will be available.

Tickets cost £5 at whatever time you arrive. The earlier you come the more films you see, and will be available on the door or you can reserve tickets by calling 07956 614007.

This event has been organised to help save the local cinema in Hither Green Lane and to promote the need for a cinema and arts centre in the area.
Built in 1913 it is one of the oldest surviving cinema buildings left in London and this will be the first cinema event held in this area since it’s closure!
